Admiral Dennis C. Blair USN (Ret.)

Former Director of National Intelligence, Commander-in-Chief of US Pacific Command
Admiral Dennis C. Blair (Ret.) had a distinguished 34-year career in the US Navy, which culminated as Commander-in-Chief of the U.S. Pacific Command from 1999 to 2002. He later served as the Director of National Intelligence from 2009-2010.
Following his military and government service, Blair's influence has been felt globally. He served as President of the Institute for Defense Analyses (2003-2006) and the Chairman and CEO of the Sasakawa Peace Foundation USA (2014-2018). He co-chaired the Commission on the Theft of American Intellectual Property, and co-chaired the National Bureau of Asian Research’s Pacific Energy Summit, from 2014-2017.
Currently he teaches national security courses at the University of North Carolina Chapel Hill and Duke University.
Educated at the U.S. Naval Academy and Oxford University as a Rhodes Scholar, Blair's leadership has been recognized by numerous U.S. and international awards, including Defense and National Intelligence Distinguished Service medals, and decorations from multiple countries.

Henry J. Sienkiewicz serves on both the Board of Directors and Board of Advisors for CyLogic. Henry has distinguished himself as a cybersecurity authority. He is a former corporate officer at the Airline Tariff Publishing Company and Company and a former CIO for the Defense Information Systems Agency (DISA), where he strengthened the cyber posture for the Department of Defense and the Executive Office of the President. Henry is an accomplished author, penning the best-seller "The Art of Cyber Conflict," which delves into the nexus of technology and defense strategy.
Henry is currently a Fellow at the University of Houston's Borders, Trade, and Immigration Institute and is an adjunct lecturer at the Georgetown University. Henry holds a Bachelor of Arts from the University of Notre Dame, and a Master's of Science from the Johns Hopkins University.

Maria Roat, former U.S. Deputy Federal Chief Information Officer from 2020-2022, brings over 35 years of executive leadership and professional IT and cybersecurity experience to CyLogic’s Advisory Board. She is a Senior Information Technology and Cybersecurity Executive with extensive experience driving enterprise-scale digital transformation within Federal Government. Recognized as builder, collaborator, and solutions innovator with vision, audacity, and drive to lead complex multibillion-dollar technology initiatives.
Roat is the CEO of MA Roat Consulting, LLC, and the former US Deputy Federal Chief Information Officer with more than 30 years of executive leadership and professional experience in information technology and cybersecurity for cross-government enterprise-wide programs in multiple missions and sectors including transportation, cybersecurity, finance, homeland security, disaster response and recovery, DoD and small business. She spearheaded the SBA’s digital overhaul between 2016 and 2020, enhancing enterprise services for small businesses nationwide. Prior to this, Roat shaped the DOT’s tech strategy as CTO, emphasizing innovation and growth to support mission goals.
With a decade at DHS, Roat's roles included FedRAMP Director, FEMA Deputy CIO, and other senior IT positions, making major contributions to TSA’s Secure Flight Program among other accomplishments.
Roat, a University of Maryland alumna, had a distinguished Nay career retiring as a Master Chief Petty Officer.

Louis Mayberg brings to CyLogic a 40-year tenure in the financial services and investment industries. In 1997 he co-founded ProFunds and ProShares, which manages 200+ public funds and are most notable for their innovations in inverse and leveraged ETFs. Earlier in his career, Mr. Mayberg co-founded National Capital Companies, LLC, an investment banking firm, which specialized in turnaround of struggling financial institutions banks and non-performing asset resolution. In 1993, he established its financial services hedge and remains a member of its investment committee. Through his investment company he has focused on Cybersecurity, Renewable Energy, and Big Data business solutions.
Dedicated to social impact, Mr. Mayberg has been involved individually and through the Mayberg Foundation in a variety of areas of interest including humanitarian relief, energy policy, combatting government corruption, aiding low-income families in home ownership, economic national security, and education. This has been accomplished directly and through involvement on various local, national, and international boards.

Greg Rattray is Partner and Co-Founder of Next Peak LLC and the Executive Director of the Cyber Defense Assistance Collaborative (CDAC). Greg previously served as the Global Chief Information Security Officer (CISO) at JPMorgan Chase, founding partner and CEO of Delta Risk LLC, and the Chief Internet Security Advisor to the Internet Corporation for Assigned Names and Numbers (ICANN). Over his career, Greg has worked with various Japanese organizations including JPCERT/CC, the Japan External Trade Organization (JETRO), the IT Promotion Agency (IPA), the National Center for Incident Readiness Strategy and Cybersecurity (NISC), and the Digital Agency. Greg served in the US Air Force as a Colonel until 2007 and was the Director for Cybersecurity in the White House.
A thought leader in cyber security, Greg established the concepts of Advanced Persistent Threat and Operational Collaboration. In his capacity as Senior Adjunct Researcher at Columbia University SIPA, Greg initiated the Global Cyber Dialogues including between Columbia and Keio University’s Cyber Civilization Research Center (CCRC). Greg has a B.S. degree from the USAF Academy, a M.P.P. from the John F. Kennedy School of Government, Harvard University and a Ph.D. from the Fletcher School of Law and Diplomacy, Tufts University.

Michael Carter is a Managing Partner/Co-founder at Fortreum, LLC, the fastest growing FedRAMP Third Party Assessment Organization (3PAO). He is responsible for the company’s strategic vision and overall client delivery. He supports a wide variety of customers in both the public and private sectors. He employs a hands-on leadership style that has enabled his customers to achieve success on their compliance initiatives. This success includes entering new markets and expanding their existing footprints at Government Agencies.
Mr. Carter has over 20 years’ experience in information assurance, with a strong focus on cloud security compliance. He has led and managed large teams of security advisors and assessors of varying experience levels. Through these efforts, he has cultivated strong relationships with the largest cloud service providers, including but not limited to Amazon Web Services (AWS), Microsoft, IBM, Google, SAP, VMware, Palo Alto, and Salesforce.
Prior to joining Fortreum, LLC, Mr. Carter was the Vice President of FedRAMP Assurance at Veris Group and Coalfire Systems (Coalfire Systems, under the Carlyle Group portfolio, acquired Veris Group). At Coalfire Systems, he was responsible for establishing, managing, and running daily operations for the leading FedRAMP 3PAO practice. He served as the primary liaison to the FedRAMP Program Management Office (PMO) and supported the FedRAMP program since its inception in 2012. He successfully led the first Joint Authorization Board (JAB) 3PAO assessment and the first agency-sponsored 3PAO assessment. It is from these efforts that he was awarded a Federal Computer Weekly (FCW) Fed 100 award in 2016.
Mr. Carter holds a Bachelor of Business Administration degree from James Madison University with a focus in Computer Information Systems (CIS) and Operations Management. He maintains the following certifications: Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), CompTIA Advanced Security Practioner (CASP+), Certified Authorization Professional (CAP), AWS Certified Cloud Practitioner (CCP), Certificate of Cloud Security Knowledge (CCSK), and National Security Agency – INFOSEC Assessment Methodology (NSA-IAM).
